In a Historic District, are there any exemptions given for Basement Egress Window Requirements?

I have ground level basement windows. The overall size (WxH) meets state requirements for proper egress. However the bottom of the window is 54" to the basement floor and requirement is no more than 44". If I raise the floor then I violate the 7' overall basement height requirement. SUGGESTIONS??
